MPJE study guide: every competency area and how to study it
This MPJE® (Multistate Pharmacy Jurisprudence Examination) study guide lays out NABP's four competency areas and their weights, with Pharmacist Practice the largest at 33%, and turns them into a four-week plan: federal law first, then your own state's law area by area, then timed practice. Check one date before anything else. Exams through February 28, 2027 follow the Competency Statements; exams on or after March 1, 2027 follow a new Content Outline with different domains and weights.
Checked against NABP and federal sources on October 19, 2026.
§ 1 The MPJE blueprint: four competency areas and their weights
120
questions in 2.5 hours of testing
100
of them scored
The other 20 are pretest items, spread through the exam and not marked.
33%
Area 2, Pharmacist Practice
The largest area under the Competency Statements.
NABP publishes the blueprint as the MPJE Competency Statements: four areas, each with a fixed share of the 100 scored questions. Because the 20 pretest questions are not marked, you treat every question as one that counts. The chart shows the current weights next to the 2027 ones, because a retake or a pushed-back appointment can land on the other side of the switch. The 2027 split is also the one the Uniform MPJE (UMPJE) already uses.
| Area | Share | About this many scored items | What it holds (our summary) |
|---|---|---|---|
| 1 · Licensure/Personnel | 22% | 22 | Duties of the pharmacist-in-charge and other pharmacists; what technicians and other staff may do; exams, internships, renewal and keeping competency current; discipline and impaired-practitioner reporting |
| 2 · Pharmacist Practice | 33% | 33 | Prescriber authority and what makes a prescription valid, controlled or not; refill limits; drug administration; the offer to counsel and its records; returning and reusing drugs; confidentiality |
| 3 · Dispensing Requirements | 24% | 24 | Legitimate medical purpose; transfers between pharmacies; prospective DUR and PMP checks; exceptions to dispensing; labeling; packaging; products you may not dispense; OTC limits such as pseudoephedrine |
| 4 · Pharmacy Operations | 21% | 21 | Ordering and distribution records; storage, disposal and controlled-substance inventory; delivery; product selection; sterile and nonsterile compounding; central fill; pharmacy permits and inspections |
Item counts are our arithmetic (share × 100 scored items). NABP publishes only the percentages.

§ 2 The March 2027 switch: what moves where
From March 1, 2027 the MPJE runs on a new Content Outline, built from a survey of 5,272 pharmacists licensed in MPJE jurisdictions. It keeps four headings but regroups the material: Pharmacy and Pharmacist Practice 30%, Medication Use Process 30%, Regulatory Authority and Legal Obligations 20%, Pharmacy Operations 20%. The law you learn does not change on that date. The filing system does.

§ 3 The four areas, one card each
Each card is one competency area with its weight and the number of practice cases it has in the casebook. Area 2, Pharmacist Practice, has a full guide first because at 33% it is the largest area. Guides for Areas 1, 3 and 4 are in preparation; until they go live, the federal-law guide carries the controlled-substance and dispensing rules that run through all three.

§ 4 Federal law vs state law: how to split study time
Learn federal law first, then give the larger share of your hours to your state. The order is about dependency: a state rule usually adds to or tightens a federal one, so you need the federal baseline to see what your state changed. The share is about scoring. NABP builds a separate MPJE for each jurisdiction, tells you to answer by the law of the state where you are seeking licensure, and does not mark which questions are federal and which are state.
Federal law
- One text for every candidate: the Controlled Substances Act and DEA rules in Title 21 of the CFR, plus the FDCA
- Changes by Federal Register rule, with an effective date you can look up
- Recent changes older notes miss: one transfer of an unfilled electronic CII–V prescription for initial filling (from Aug 28, 2023, where state law allows); CII partial fills at patient or prescriber request (from Aug 21, 2023); DEA Form 106 online only (paper refused after Jul 24, 2023)
- Learned once, reused on every state's MPJE and on the UMPJE
Your state's law
- Your board's pharmacy act and rules, different in every jurisdiction
- Where most single-answer traps sit: technician ratios, counseling duties, prescription expiry, emergency supplies, PDMP timing
- May be stricter than federal law; a state MPJE grades by your state's rule
- Learned per state: a second license means a second state to learn
The tell If the rule carries a CFR citation, it is federal ground: learn it once. If the honest answer starts with “it depends on the state”, it goes in your state notes.
How the hours divide is a judgment call, and here is ours: about one week on federal law, two weeks on your state's law, the last week on timed practice. The Competency Statements weight areas, not federal against state, so a fixed “half federal, half state” figure has no NABP number behind it. Adding a second state later, you keep the federal week and the general principles; the new work is the second state's statute and rules.
Where states commonly part ways
- the pharmacist-to-technician ratio, and what technicians may do
- who must make the offer to counsel, and when
- how long a prescription stays valid, controlled or not
- emergency refills and emergency supplies
- PDMP reporting deadlines, and when you must check before dispensing
- rules for a pharmacist's absence and for closing the pharmacy
- gabapentin, which some states control and federal law does not schedule
- pseudoephedrine limits stricter than the federal ones
- pharmacist prescribing and collaborative practice, such as naloxone or contraception
- immunization authority and patient age limits
Federal law is the floor. A state MPJE asks how high your state built on it.
§ 5 A 3–4 week MPJE study plan, week by week
The plan runs four weeks. Compress it to three if your school's law course is fresh; stretch it if you study around a full-time job or are learning a state you have never practiced in. Lock the paperwork first: your board declares you eligible, eligibility typically lasts about a year, NABP stops selling the exam once 10 or fewer business days are left in that window, and the Authorization to Test (ATT) covers a single testing session.
Step 1
Before week 1: date, outline, materials
Once your board has declared you eligible and you have bought the exam, use the ATT to book your Pearson Professional Center appointment, then note which outline the date falls under. Download that outline, NABP's sample-item PDF, and your state's pharmacy act and board rules.
Step 2
Week 1: federal law
Controlled substances first: schedules, prescription validity, partial fills, transfers, DEA forms, theft and loss. Then the FDCA ideas: adulterated against misbranded, recalls, compounding. The federal pharmacy law guide is written for this week.
Step 3
Week 2: your state, Areas 1 and 2
Read the pharmacy act and rules against Area 1 (licensure, personnel) and Area 2 (prescriptions, counseling, returns, confidentiality). For every federal rule from week 1, write down what your state adds or tightens. Start with the Pharmacist Practice guide: Area 2 is a third of the scored items.
Step 4
Week 3: your state, Areas 3 and 4
Dispensing: transfers, PMP, labeling, packaging, OTC limits. Operations: records, storage, compounding, central fill, permits. Keep one sheet of paper with every number and deadline your state sets.
Step 5
Week 4: timed practice and the gaps
Work the casebook in sittings of 30 cases or more, then reread the area you miss most. If the budget allows, take NABP's Pre-MPJE for your state this week; it is written for your jurisdiction's exam.
Step 6
The last 48 hours
No new topics. Reread the state sheet, check the ATT and ID rules on NABP's test-day page, and plan for 2.5 hours with no scheduled break: an unscheduled break runs on the exam clock.
Your study kit
- the outline for your appointment date: Competency Statements through Feb 28, 2027, Content Outline from Mar 1, 2027
- NABP's free MPJE sample-item PDF (the UMPJE one if your board adopted it)
- your state's pharmacy act and board rules, current edition
- 21 CFR Part 1306 bookmarked on eCFR, for controlled-substance prescriptions
- a one-page state sheet: every number and deadline your state sets
- the casebook, for timed sittings in order
- the Pre-MPJE for your state, if you want a state-specific dress rehearsal ($90 per attempt as of Oct 19, 2026)
§ 6 UMPJE study guide: what changes if your state uses the Uniform MPJE
The UMPJE keeps the MPJE's format (120 questions, 2.5 hours, adaptive, no going back) and changes the content: instead of one state's law it tests the principles of state law that are uniform across jurisdictions, plus federal law. As of October 19, 2026, 13 jurisdictions have adopted it. For your study plan, the outline, the practice test and the arithmetic of a second license all change.
State MPJE
- Outline: Competency Statements (22/33/24/21) through Feb 28, 2027, then the Content Outline
- Content keyed to one state's law plus federal law
- Pre-MPJE: state-specific, once a year per jurisdiction
- Fees: $100 application + $170 exam, per state
- Attempts: 5 per jurisdiction
- Score: cannot be transferred to another state
UMPJE
- Outline: UMPJE Content Outline, 30/30/20/20, in force now
- Principles uniform across adopting states, plus federal law
- Pre-UMPJE: can be taken twice a year
- Fees: $100 application + $350 exam
- Attempts: 5 in total
- Score: can be transferred to other adopting states, $105 per jurisdiction, with conditions
The tell If your board adopted the UMPJE, weeks 2 and 3 of the plan change most: study the uniform principle and the federal rule, not one state's numbers.
The UMPJE outline uses the same four domains and weights as the 2027 MPJE outline, and its wording shows where the two exams part. On compounding and hazardous materials, the UMPJE outline names USP standards where the MPJE outline says state-specific standards, and its regulatory-standards line is labeled federal. Put plainly: for the UMPJE you study the USP and federal version of those topics; for a state MPJE you study your board's. Fees and attempt rules above are from NABP's bulletin, checked October 19, 2026.
The casebook covers federal law and multistate principles, which the UMPJE also tests; it covers no single state's own law. Adopters, transfer conditions and dates are on the Uniform MPJE page, and the exam each jurisdiction uses is on MPJE and UMPJE by state.

Paid courses, question banks and cheat sheets mostly teach federal law and leave your state to a worksheet or a state add-on, which is the half you most need help with. We compare them without prices or pass claims on MPJE prep compared.
§ 8 Headnotes and authorities
§ 9 Questions candidates ask
How long should I study for the MPJE?
Plan on three to four weeks of steady study if your pharmacy-law course is recent, and longer if you work full-time or are learning a state you have not practiced in. There is no required number of hours. Weight the time toward your own state's law, and keep the last week for timed practice in order, without going back.
What are the MPJE competency statements?
They are NABP's blueprint for the MPJE: four areas with fixed shares of the 100 scored questions. Licensure/Personnel 22%, Pharmacist Practice 33%, Dispensing Requirements 24%, Pharmacy Operations 21%. They apply to exams through February 28, 2027. From March 1, 2027 NABP replaces them with the MPJE Content Outline, weighted 30/30/20/20.
Is federal law the same on every state's MPJE?
The federal rules are the same; the exams are not. NABP builds a separate MPJE for each jurisdiction and asks you to answer by the law of the state you are applying to, without marking which questions are federal. Your state may be stricter than federal law, and a state MPJE grades by your state's rule. Your federal notes travel with you to a second state; your state notes do not, and neither does an MPJE score.
Can one study guide cover two states' MPJEs?
Only the federal half. Each state has its own MPJE, its own $100 application and $170 exam fee (as of October 19, 2026) and its own count of 5 attempts, and an MPJE score cannot be transferred. Reuse your federal notes and the general principles; learn the second state's pharmacy act and rules from the start.
What should a UMPJE study guide cover?
Use the UMPJE Content Outline as the map: four domains weighted 30/30/20/20. Study federal law, the principles uniform across adopting states, and the USP version of the compounding and hazardous-materials standards. NABP's Pre-UMPJE can be taken twice a year. The casebook covers federal law and multistate principles, which the UMPJE also tests.
